They describe the same color in different ways. HEX is a six-character code used in web design; RGB lists the red, green and blue values separately, which many desktop apps prefer.
Neither of these is ideal because print uses CMYK. Pick the closest HEX or RGB value here, then convert it to CMYK inside your design software.
You can, but the sampled value inherits the blur or noise. For brand-accurate codes, use the sharpest source image you have.
Compression and color profiles shift pixel values. Two visually identical shades can carry different codes if the files were saved or processed differently.
